Dispelling takes an action. If the Simulacrum is taking its action to cast Dispel on the wizard, hopong to purge any contigency or day-long buff he might have cast in the morning, which is a totally valid tactic, he won't be able to cast Freezing Sphere on the same round. But you can't cast it twice as you dispelled the spells affecting Alfred. A single Harm (by the DMM) and a single Empowered Freezing Sphere can't do that. At most it's 14d6 = 84 plus an Empowered Freezing Sphere at level 9 (13d6) is 78. Alfred would ensure success on the save either by Luck or vy Convergent Future. He'd take on average a total of 70 damage. Hurt but not killed. It is. Being from a Dunamancy subclass he can access Dunamancy spells without restriction. And Dunamancy is totally open to use outsode Wildemount per the book. No book is barred by the rules set out in the original post and it's too late to introduce restrictions. So the Simulacrum will pop out but this take the forst round action of the second sorcerer, one to cast Subtle Dispel at Alfred, the second to cast Subtle Dispel at the Simulacrum. Both would need to be upcast to work without a roll, spending highest level spell slots (since there is no drawback to upcast Contingency or Simulacrum to the highest level since there is no ressource pressure outside adventuring days) or face a roll DC 18 which is risky... And the Simulacrum would need anyway to roll since he has no 9th level spell slots. Even if the roll goes well, you have no other spellcasting action for the round. So there is only the DMM's harm (14d6 49 or 25 damage on a successful save. You have a decent chance of taking out the Simulacrum on your opening move, you are no longer hidden, and you inflicted say 50 damage to Alfred. That's good, but this isn't killed without a chance of reaction. Most notably, Alfred knows you now, and he could prepare his counterstrike from elsewhere since there there is lothing preventing him from teleporting away. On the other hand, you are in the open, having spent your highest level spell slots on dispels... it would be worth counterattacking right now even if it isn't the wizard way, as he isn't really at risk. This will be in another post, though Alfred certainly didn't reach level 20 by being brash. Barbarian do that. OK.
