No it's not. If they wanted to make spellcasting exempt from the take 10 rules, they'd have said so. As it is, dcollins has ruled zeroed something.

Personally I think there are plenty of counters to the scry-teleport combo. And most of them come from being more strict in interpretting how the spells work. I think most DM's are WAY too generous in allowing scry to give enough info to use to teleport somewhere.
