So ch. 4 first presents you the five NPC classes and then gives you detailed stats for NPCs per level, but only for the eleven player classes? Am I missing something here? Or are NPC classes supposed to be so simple that DMs should be able to stat them on the fly?

The NPC classes don't get any special abilities and have much lower wealth than PCs, so yes, you should be able to just grab their numbers off a chart, add in one or two items, and go.
