D&D 3E/3.5 [3.5] How do you make oils that target an object?

Brew potion says that you can create a potion out of spells that target a creature, up to 3rd level.

The DMG specifies that "personal" spells cannot be made into potions but does not say anything about oils or targeting objects.

My guess is that the designers forgot to update the Brew potion feat and the Creating Magic Items section after they came up with the idea for oils.
