D&D 3E/3.5 [3.5] Level Adjustment/ECL Feat question

Well that was an assumption from 3.0 because it was assumed that any humanoid monster with less than 2HD in the MM actually had a level of warrior instead of a Racial hit die.

Goblins, Hobgoblins, and both flavors of gith, do not have racial HD, the monster presented in the MM actually has a level of warrior. Be very careful you are using the correct racial stats.

I have been trying to look for this myself, can someone send me a source for this info? Where does it say that you use HD and not ECL?

Frankly speaking, 3.5e core rules are not really supporting LA+X races well. But at least, the example in DMG P.172 "Other Statistics for Monsters" shows that an Ogre with no class levels (4 rancial HDs, LA+2, ECL 6) has two feats, not three.
