Well the tattoo would be a good choice for a monk with vow of poverty since they cant have any magic items. only issue is how a VoP monk would get the 80k but easy if the DM allows a party member to buy the tattoo for him

2. VoP does not allow you to buy anything for yourself aside from what is listed, even if it's not "an item." Just get the party spellcaster to buff you. Much easier and cheaper.

OTOH, if you get the Tattoo before you take the VoP, regardless of whether your DM is a RAW interpreter of the Feat or not, there's no issue.

You already have the tat, its a part of you...and you probably will never have the GPs to have it removed.
