The following Monster Books are fully 3.5:
Creature Collection Revised
Creature Collection III
Tome of Horrors II
Book of Fiends

THe MMII is not 3.5 in any way at all.
The Fiend Folio is 3.5 in everything but DR (and the strengths of some outsiders...)
The Draconomicon, while not just a monster book, contains 3.5 monsters
The Book of Exalted Deeds also has some 3.5 monsters in it.

The 3.5 Accessory Update includes the information necessary to make monsters from the Fiend Folio and Monster Manual II 3.5 compliant.
