In character generation, the order in which you do them is generally not relevant anyway (unless someone can name a feat you can take a 1st level that has a skill rank prereq).

Which is exactly why they specified skills before feats (since the rules allow you to take a feat at the same level as you meet the skill prerequisites for it, it makes sense to spend the skill points first, meet the prereq, then take the feat).
