D&D 3E/3.5 [3.5] *sigh* Dwarven Barbarian in Medium Armor

Ok, so from the race section we know that a dwarf in medium or heavy armor or one who is encumbered still moves 20.

However, what the rule doesn't clear up is what happens when the dwarf's movement rate *isn't* 20.

We know that all movement enhancers get added before you take into account armor and encumbrance (I saw it somewhere, probably encumbrance section), so the dwarf's movement rate is 30 before the armor. But now what? There's a line in the encumbrance section that says something on the order of "but a dwarf's movement rate isn't affected by these factors" which would tend to imply that regardless of a dwarf's movement rate, it is simply not affected by armor or encumbrance (which would seem to make sense... why would a speedier dwarf suddenly get affected by armor his slower brethren can ignore?)

However, this is not entirely clear. Anyone have any insight?

I really like the changes to dwarves. They are supposed to fearsome scary warrior types, and now they are just a little more fearsome than before. Now Tolkien's claim that dwarves can carry great loads for a long distances with little effect is true. Great change.

Well, Tolkien never bothered with game balance.
 

This is my least favorite change to the races. Dwarves had enough cookies already, then they get weapon familiarity and this?

And the +4 "stability" bonus.

Meanwhile, the Half-Orcs get nothing. Not even familiarity with Orcish weapons. (Which makes sense, I suppose, since they're not all raised by Orcs, but is still weak as hell.)

In fact, when it comes to playing a heavy-armored fighter, I can't think (from a powergaming point of view) why you'd want to play anything but a Dwarf now. Certainly no mechanical reasons to play a Half-Orc or a Human anymore.

I think they should have given every PC race weapon familiarity. They could have included some more racial weapons (Elven Thinblade, Halfling Skip Rock, maybe even Halfling Warsling) for that, too. Humans (and half-humans who were raised among humans) would get "any" as familiar weapon. It's what I do IMC.
