D&D 3E/3.5 3.5 steal enchantment spell...how would it work?

In the most recent save my game article over at WotC it was suggested a 3.5 update of a 2nd ed. spell called steal enchantment.

From the WotC site-

Quote - "Finally, you could develop a new spell. The 2nd Edition Tome of Magic contained the curiously named steal enchantment spell which was designed to do just this -- to take the enchantment from one item and put it in another. It had some goofy mechanics for dealing with it, but if you don't want to house-rule polymorph any object, then bring in a new spell for this specific application. It's certainly the kind of magical service that would be in high demand by wealthy PCs, so doesn't it make sense that some enterprising wizard would figure out how to do it?" - end Quote


I'm thinking 6th level sor/wiz spell. I think that the casting time needs to take a while, maybe as long as identify. The item must either be unowned or the item's owner must be willing. The spell shouldn't be able to work on intelligent items. I'm not sure whether to include a reduced xp cost.

What do the great minds at Enworld think?

(Greater) Dispel Magic safely and temporarily turns a magical item into a non-magical item.

Polymorph Any Object can safely and permanently turn a non-magical item into a non-magical item.

Then the only little issue to work out is exactly what happens when the Dispel Magic wears off.....
 

Ignoring the spell text, I would Insert Tab A into Slot B. Poof. Instant new magic item. :)

In the case of "stacking" enchantments, let 'em. Or, limit the spell so you can only change the base item; ie you can take a whole +2 light fortification shield and put its juice into a shiny new masterwork cloak, but you can't merge the same enchantment into a wand of fireballs... for example. :)
