Whip: A whip deals nonlethal damage. It deals no damage to any creature with an armor bonus of +1 or higher or a natural armor bonus of +3 or higher. The whip is treated as a melee weapon with 15-foot reach, though you don't threaten the area into which you can make an attack. In addition, unlike most other weapons with reach, you can use it against foes anywhere in your reach (including adjacent foes).
Using a whip provokes an attack of opportunity, just as if you had used a ranged weapon.
Because a whip can wrap around an enemy's leg or other limb, you can make trip attacks with it. If you are tripped during your own trip attempt, you can drop the whip to avoid being tripped.
When using a whip, you get a +2 bonus on opposed attack rolls to disarm an opponent (including the roll to keep from being disarmed if the attack fails).
You can use the Weapon Finesse feat to apply your Dexterity modifier instead of your Strength modifier to attack rolls with a whip sized for you, even though it isn't a light weapon for you.


So it is a melee weapon with none of the bonuses for being such, and all of the penalties of a ranged weapon. This seems overly harsh. Is this correctly printed? If so, why? What about it being a ranged weapon made it so unbalanced? And if it was, why make it useless?

Well, now you can use it to power attack, improved trip, improved disarm, all these feats which specify 'melee attack', and couldn't be done with a range-weapon whip.

How is that useless?

It's not useless... A whip, Imp. trip, & Whirlwind, may have everyone within 15ft. of you on the ground.

If you expect a charge... ready to attack with your whip once the enemy gets in range... no charge!

Looks like a good off-hand weapon to me... YMMV

It is a One-handed melee weapon so that is at least -4/-4 penalties (with TWF feat -6/-10 with out the feat) when Two-Weapon Fighting.
