Just found this at Gaming Report - an official-type announcement about the 3.5E Psionics Handbook:

Using the Power of mind over matter just got easier. In this comprehensive upgrade to the top-selling D&D Psionics Handbook, the art of psionics - using mental energy to achieve a desired end - has been revised to better suit every player's needs.

More than two years of player feedback inspired the changes in this extended version of the D&D Psionics Handbook, making it a more user friendly edition for experienced and new players alike. While the new handbook covers all the same topics as the previous version, it will feature a higher page count and compelling new cover art.

BackGround:
Psionics is the art of bending nature's laws to one's own will. Among other abilities, psionic characters can mover objects, teleport their bodies, and manipulate the actions of others. The Expanded Psionics Handbook gives players all the tools necessary to create and role-play characters with psionic abilities.

Author Bruce R. Cordell, an Origins award-winning author, has written over a dozen products, including Return to the Tomb of Horrors and The Sunless Citadel. He also co-authored the Epic Level Handbook and upcoming titles such as the Forgotten Realms accessory Underdark and the D&D Miniatures Handbook (both releasing in October)

CHANGES

A more balanced psionics system, which eases the learning curve for players and Dungeon Masters using psionics for the first time.

An all-new cover

Increased page count.

Release: April 2004

Thanks Merric! You're the man :)

Sounds kinda like they are keeping the old system, but just retooling it.

Saddening, I would have rather seen a skills and feats psionics system :(

Oh well, if it is better than the old PsiHB, I should be happy

I know that, even though I don't use Psionics in my game, that I enjoy the psionic style of "magic" anyway. I hope that a lot of material from "The Mind's Eye" on the WotC website will make it into the new book. From what I've seen of WotC's message boards, the Psionics board has some really creative people on it (I believe that The Mind's Eye gets some of its material from that forum), and I hope some of their ideas also make it into the book.

Besides, I'm a Wizards junkie, so it's another book I'll purchace compulsively! :D

I'm not sure why... I should be used to it being involved with computers... but I feel sorta sad that everything seems to be upgrading.

That's progress I guess.

At least they got Cordell to do it...

I don't know why, but I'm not nearly as excited about this as I was about the rest of the revision. Maybe it's because I almost never get to use psionics, or maybe it's because I feel like Bruce finally got it right with Mindscapes, and Psi3.5 is not likely to include the material from that.

Anyway, it'll have to be pretty darn impressive for me to want to drop the cash on it, especially when there's so much other stuff out there on my list.

Well, it is a revision after all, and not a new edition. Plus, I like the similarity of magic and psionics, as they are basically the same thing with different names and flavor (and it helps that you don't have to learn a fully new ruleset ;)).

Yeah I guess so. I just got really excited ever since they posted that psionics poll. "Skills and feats psionics! OH YEAH!" Stupid me to think they would ever do that in the revised edition.

Maybe in 4th edition.

that seems to be the mantra around here lately

Hm, is there any possibility that WOTC might use open content from Mindscapes?

I mean, wouldn't this be Mr. Cordell reinventing his own wheel, like, 3 times?
