I want to make some NPCs with custom abilities or SLAs that don't come from their race or build. They'll mostly be based on existing spells or abilities. Is there somewhere a template or some kind of guideline on how to apprise the CR of adding such special powers to characters?
For example what CR would be an (Su) at will ability for changing size, which would work like spells Reduce Person, Enlarge Person, Giant Size and Minute Form?
What CR would be an ability working like Body Outside Body?
