D&D 3E/3.5 3E/PF question: Obscuring Mist and Fog Cloud - poor visiblity movment hamper?

Someone brought this up in a recent Pathfinder game, and prior to then I had never seen it before - poor visibility reduces your movement by half!

So, by extension, would spells like obscuring mist and fog cloud cause all movement costs to be doubled?

Blinded Condition halves one's movement.

And if a character is within complete darkness (total concealment), he cannot see anything (without some special ability). So, he is blinded.

But Obscuring Mist and Fog Cloud does not create complete darkness. Someone within such spells can still see something within 5-ft., though with (non total) concealment.

So those 2 spells does not hamper one's movement.
