D&D 4E 4E Followers and Mercenaries

Here's a link to a blog called Greywulf's lair here that may be relevant to the op's question. I think I, personally, would make a 4e "Leadership" feat to go along with these rules. Also I would use companions characters as followers as mentioned above.

I remember having fun in 1e with giving stongholds to Pcs to manage. It all depends on what kind of campaign you want to run. Also remember that followers tend to be lower level than the party, so addition resources have to be expended to protect them. If the rest of the party either also has followers and henchmen than it's not an issue. (But damn that party could get huge!) If it's only one player than the DM and players definitely need to discuss this.

In my Scales of War game, I had the Overlook Council of Elders grant the party a small manor in gratitude for their service.

The Paladin promptly began proselytizing among the underclass, gaining a small band of Bahamut worshippers. He housed them at the manor, provided for their needs and armed them. He's been training them as a "militia of the faithful".

The party hasn't been to Overlook in months, but I have some *awesome* plans for when they get back.
