I concur. The Combat Challenge ability leaves out the phrase Opportunity Attack, so I don't believe that it enables one.
On another note, 4e encounters can, indeed, be brutal, particularly when there's a significant brute in play, like this Bugbear. That high AC makes him far more dangerous than multiple weaker opponents would have been, simply because we can't hit him.
Of course, if I hadn't foregone the opportunity to coup-d'etat that goblin, Pier wouldn't be unconcious, and I'd be able to test his Reflex defense instead.
