4E - Increased potential for controversy/moral panic?

The problem with the 4e ruleset in that regard is that it's all flipped upside down. You start with the full suite of powers, but as you gain more experience you lose your at-wills, then your encounters, and eventually you're lucky if you still have a daily left.
