Yes, actually! Tomes (another kind of wizard implement, like staves or orbs, that debuted in Arcane Power) usually come with two thematically appropriate wizard powers that you can prepare (spellbook style) as long as you have that tome. Creating more of these would not be difficult.
That's a good idea, but... the tomes you're talking about only deal in daily powers, and having the spell in your spellbook is a property of the item, so you lose the spell if you lose (or sell) the item. They're certainly useful, but they're not the same as ye olde 1/2/3e arcane scroll, which you got to put in your spellbook and keep forever.

Anyway, SkidAce: you may want to put a thread in 4e House Rules, which is the more proper place for this kind of stuff. :)

Once I do some more research I think that I will start a new thread in house rules.

Make sure you drop over there, I may want opinions on the "build" powers I come up with.
