Expert Tactician is a great combat feat for Rogues, but you need Combat Reflexes as a prerequisite (the feat's been officially updated from the Sword & Fist version). You also need Dodge as a prereq for the Ninja Spy class.
For your last feat, Quick Draw and Weapon Finesse are both good. As Doc Rictus said, Weapon Finesse is better than Weapon Focus for most Rogues, depending on your stats (if your Dex is much better than your Str). Quick Draw is good for anyone specializing in throwing weapons, like the Shuriken. On the other hand, your Rogue won't be throwing any Shuriken unless he gains it as a proficiency. So he can take it as a Ninja Spy, or another good choice is to take a level of Monk.
With a level of Monk, you get a nice boost to all your saves. If you have a positive Wis modifier, you get a boost to your AC. You gain a bunch of exotic weapon proficiencies. And if your DM is using the optional Oriental Adventures rules, then you can swap out Stunning Fist for a martial arts feat, including Dodge. This is a good idea if you're only taking 1 level of Monk, because you'd only be able to use Stunning Fist once a day, and as a Ninja Spy, you probably won't have a great Wis. So you'd probably get more mileage out of a bonus feat.
