I thought they were in Mystara? Or was that ret-conned in?

It was the action figures that were in Mystara! That's it.

The LJN action figures exist in two (later three) worlds:

1) The Realm of the D&D Cartoon Show
2) The Kingdom of Ghyr, which was the setting of XL1: Quest for the Heartstone. XL1 was published as a tie-in to the action figures. Ghyr is presumably located somewhere on Mystara. The characters are also mentioned in a few other Mystaran sourcebooks. For example, in GAZ4: The Kingdom of Ierendi, LJN characters have become the rulers of Ierendi. And they are included in The Shady Dragon Inn accessory which was later located in Darokin.
3) Greyhawk. The LJN characters Warduke and Strongheart are mentioned in a 3e web-article which describes their involvement in the Greyhawk Wars.
