A Couple Warlord Powers

Auxiliary Defence- Warlord Attack
Encounter. Martial, Weapon
Immediate Interrupt
Melee or Ranged Weapon
Trigger: A marked enemy makes an attack that doesn't include the creature that marked it as a target.
Target: The triggering creature.
Attack: Strength vs. AC
Hit: 1[W] + Strength modifier damage.
Effect: The target grants combat advantage to the creature that marked it.

Squire's Duty- Warlord Utility
Encounter. Martial, Healing
Immediate Reaction
Trigger: An ally you can see uses a power with the healing keyword.
Effect: If the targets of the power gain temporary hit points, they gain additional temporary hit points equal to your Charisma modifier.

Auxiliary Defense sounds interesting and unique - a power that lets the Warlord take advantage of someone else's mark. Definitely fits the theme of the Warlord, and seems reasonably balanced. The effect does need a duration, though.

Squire's Duty seems like a god idea but the way it is written causes some rules problems. How does it interact with powers like Myrmidon Formation that don't "target" anyone but do give THP? What about powers like Wall of Light, which is sustainable and provides THP to everyone in it every round? Also it suddenly becomes a lot better if someone else in the party have Inspiring Fortitude (gives THP to all allies in a close burst 5). Another possible problem is that I'm not sure that most THP-granting powers actually have the healing keyword, so it will be hard to use.

My suggestion is to change it to an immediate interrupt "Trigger: An ally you can see gains temporary hit points. Effect: The number of temporary hit points the ally gains increases by your Charisma modifier." Possibly increase it a bit (say, to 5 + charisma modifier) because just Charisma modifier in hit points isn't that much.

I'm thinking of making up my own 'Phalanx' build for the Warlord that focuses on bolstering defenders in particular.

Okay firstly, I'm like half asleep and I swore your thread said "warlock" not "warlord" (war this, war that!) but nvm that! Secondly, are you from the UK by chance, chrono? Just sort of noticed you spelled defenCe instead of defenSe. :)

The power is approximately balanced to Ranger Level 1 Encounter powers in terms of raw power. Ranger powers are supposed to be better offence than Warlord powers, so the Warlord power should be weaker. Since the power you suggested is very situational, I would say it's balanced.
You can only use the power when someone triggers a mark, and you are adjacent to the offender. Very situational. Still, the flavor is great and I could at least see it going off in at least 50% of encounters.

I have a suggestion for your Phalanx build. Give the Warlord some powers that cause an enemy to be marked by one of your allies, or powers that mark an enemy. Give the class a lot of abilities that take advantage of those marks (like the one you suggested). The Phalanx Warlord could be a leader that leads towards defender, and leads towards making everyone in the party a defender.

OK, so here's some ideas I'd like to pitch...

New Warlord Feature:
Hoplite Presence
Whenever an ally you can see spends an action point to attack, that ally marks each target of the attack until the end of his or her next turn.

...and a power idea:

Nerathi Phalanx- Warlord Utility ?
Daily. Martial, Stance
Standard-Action
Close burst 1
Target: You and each ally in burst that is holding a shield.
Effect: The target enters the stance of the Nerathi Phalanx. As long as the target remains in that stance, he or she grants a +1 bonus to AC to each adjacent ally.
