If you just want him to be the font of knowledge, don't think of him as a Familiar at all. He's a skill-boost item, specifically for Knowledge History, Knowledge Arcana and Spellcraft.
You can make him an actual intelligent item if you like, or make the "Bob" part of it a "special effect" for the way the item works.
As for his ability to possess people/animals? Sounds like an intelligent item to me. Having read the books I'd add a low grade "special purpose" of a rather carnal nature. When allowed out, he had a penchant for strip clubs, and had a long and storied history of seducing "shepherd girls" etc. since pretty much the beginning of time.
Mister, the cat, was Dresden's Familiar, if you wanted to try and relate the stories to D&D.
As a note: I particularly liked the way the Dresden Files books dealt with potions. Fun and colorful.
