A different way to handle scrolls as a % of wealth?

I've been running a Rokugan game for a while now and it's reaching the point where there is a problem with scrolls. Since it's a relatively low gold game, there's a constant squeeze on wealth. Even more so since looting corpses is frowned upon.

so I've been considering using a system where the character can use a certain % of the normal wealth for their level for creating scrolls. So, for example if the character was at a level where 90,000 gold was normal, they might have 20% to use on scrolls. 18,000 in this case.

20% is just an example. I'm not quite sure what a good % would be for a system like this. The group is currently up in the 15th level range. What do you think would be a good % to allow PC's to use on scrolls?
