Besides what others have mentioned, I don't know anything else in official D&D material (except maybe Kingdoms of Kalamar, which I don't have and don't know much about) that does what you want except for one or two regional feats in the Forgotten Realms Campaign Setting. Metropolitan, requiring a home region of Waterdeep (think there was another city or two it allowed, don't recall off the top of my head) yields one or two extra class skills.
Outside of that, the Rokugan book by AEG, for 3rd Edition D&D's Oriental Adventures (don't know if it really counts as official D&D material, but it does have the Oriental Adventures log on the cover), has a feat called Versatile. It can be selected multiple times, and each copy gives 2 permanent class skills of the character's choice.
I use a similar feat in my homebrews, instead. Diverse Talents in Rhunaria, or Skill Versatility in Aurelia. Essentially the same as one another with just minor differences; both are only available once and give 3 permanent class skills of choice, with no prerequisites. Some minor restrictions in them regarding psionic or exclusive skills though (I use 3.0 rules in games I DM; exclusive skills were changed to normal skills in 3.5 rules).
Quick Edit: Err, the Metropolitan feat may actually be named Cosmopolitan, it's quite possible I got it mixed up, heh.
