Anyone can use an imbued item. The necessary magic is contained within the item, thus anyone can use it.
If any power checks are required then the item makes them, not the user. This is why all charms have a power bonus, so that they can make any and all power checks necessary to their magical functions. So a Combat Sense charm would work for anyone, though how well it worked would be a function of the strength of the charm (power bonus) and luck (d20 roll).
You'll need to talk it over with your GM to be sure, but I would presume that a potion of Enhance Ability would work for anyone that used it even though you normally can only enhance yourself with it. Similarly, a potion of Enhance Other would work on yourself, even though the power normally wouldn't.
If your GM won't allow it then you can carry two supplies, one for you and one for everyone else.
