Elves can have children between each other, no matter the sub race. All humans and half elves can have kids with each other. Sure. One thing to remember is that a notable part of the race mechanics are the culture. Half-elves have a good portion of those racial bonuses because of how they were raised between the human and elven worlds, not because of genetics. Well, some are inherited, but not all. So, the better question to ask is - does the stats fit your concept and the way the character was raised? If not, you might want to look at the Sword Coast alternate rules, or full elf rules, and fluff the rest to have bits of human in it. Waaaay too general. There are already huge variations in appearance of humans, drow, sun elves, moon elves, wood/wild elves, aquatic elves, etc. A better question is - what can't he look like? A human with black skin who has sex with a gold skinned sun elf can have a black skinned half-elf kid, nevermind that there's no drow in the blood. You can have pretty much any ethnicity of human, mixed with at least two elven races (yes, some elves have green hair). At that doesn't touch on the fact that the elves themselves could have mixed blood as well in their past that could show up. Drow tend to be uniform in appearance, but that's because they're generally portrayed as racist bigots that play to the whole purity of blood angle and kill children that don't fit a narrow stereotype, though there are exceptions. The rest of the elves tend to be more open minded.
