Having said that, I would like to agree with some of the others and ask: Where are the villians?
What obstacles are set up for the players?
How is Magic viewed in this new region? Is it feared because some thought it caused the old drought? Is it embraced? Is divine magic treated differently than Arcane? Maybe clerics are welcome but Mages not.
What mysteries does the new land hold? Is there a forest that even the elves won't go near? or a castle abandoned from some other culture?
What landmarks help people navigate this new region? are there roads that go out of there way to avoid bad areas?
Are there regions where more sorcerors are born, or wierd birthmarks? Or maybe a town that has a spring that makes everyone healthy?
Who are the new rulers for this land? Are there any issues between cities? What tax structure, local or centralized?
Who guards the lands? Famous heroes, Mercenary companies?
