A new homebrew/some other questions

First question(Including homebrew):
For my campaign the main villain is an evil frost giant fighter/dragon rider, I was making his mount a half white dragon/dire polar bear(dire polar bear from frostburn book) does his bonuses and everything still apply because his mount is only half dragon?

Second question:
One of my players cut off the wing of a huge sized red dragon and wants to make it a great sword, what skills/feats would he need for that if possible and would it be a magic weapon since it came from a dragon and would it do fire damage since the dragon variety is red?

1) You mean the PrC from Draconomicon? I'd say yes because half-dragons still have the dragon type.

2) I don't know of anything specific for this, but you might look up dragoncraft items in Draconomicon. If you want to do something similar to dragoncraft armor, I'd say it's not magic but possibly does +1 hp of fire damage on a hit or something. Could think about this a little more...

You might try the 3e rules forum with this kind of question also.

Thank you, I did some reading in draconomicon and it answered my question about the wing, and yes I mean the prestige class from draconomicon
