A query on a potential game idea

Been asking on the Icon's discussion thread but got no replies so I thought I try here and see if you can give me some pointers since I'm new to Icons and yet to actually catch an episode of the The Cape but like the premise that I've heard so far.

Paris, France 2020, the world has grown worse from the recession of the last decade although attempts are still in place for recovery purposes corruption and ambition have marred the efforts to restore the world markets.

There's still instability anda new menace has appeared that the police, the govt and even the military can't seem to cope with.

The Corporations are looking into a potential solution to the problem but as this game starts an unexpected incident has caught the news and has been kept running because of what it seems to suggest.

A former internationally reknowned thief called Sunset Dawn has reappeared after 4 years of retirement, the rising menace of the group calling itself Dark Legion has left people seriously unsafe and an effort on the group's behalf has resulted in the death of a family however their only child has apparently been kidnapped by the enigmatic thief resulting in a seriously destructive chase through Paris with a showdown at a port (haven't decided which yet).

The police have reactivated the unit originally assigned to hunt Sunset Dawn down and as far as the public are concerned the thief is wanted for kidnapping a child however the Legion are still hunting for her and the child she's protecting and thats when the PCs get involved.

I'm looking at running this under Icons under the premise that any powers have to be explained as either gadgets or real world capabilities with some leeway for explaining why they work for example Wizardry is Stage Magic meaning they have talents as an illusionist and the like.

Telepathy can be explained as a wrist gadget that allows wireless access to the internet for example it could even be explained as they being very good at psychology being able to add this power level to their initiative or action and explained that they could figure out what they were going to do next although preparation would make this work better.

Anyway any suggestions?

Whether on the storyline or Icons experience?

So far I've been working on potential npc's, for example Sunset Dawn being the character who brings the PCs into the game and exactly who is behind the Dark Legion explaining why Sunset Dawn's involved and why she's returned after seemingly retiring.

Perhaps this should wait until I can get the player's to design their characters and go from there but the way I see it the cast would be;

Sunset Dawn: daughter of a mercenary brought up after her parents divorced by a great aunt who was a stage magician and then her father's close friends who helped train her.

Azure Dawn: Sunset's rival was trained by her until Azure chose a more violent path and became Sunset's nemesis. Azure is the right hand "man" to the mastermind behind the current problem and serves as the disguised boss until the players are ready to uncover and face the thier true foe.

Malcolm Francome: A friend of Sunset' great aunt some unknown tragedy ha sent him down a dark path resulting in Sunset confronting him five years ago and whilst he escaped he recognises her as a worthy adversary. I see him as an occasional adversary so the players' have a reason to continue working with Sunset Dawn since he serves as a true threat to all of them unless they work together.

The Dark Legion: Controlled by the real villain their purpose is to force the govt to hand control over to an agency under the control of the mastermind. Still needs work but your response might make this clearer.

I know at least one ICONS developer ([MENTION=4275]Vigilance[/MENTION])visits ENWorld so, I think it will be wise to ask him for his thoughts on running the game and working with the system. Also, I'm pretty certain that [MENTION=59043]Walking Dad[/MENTION] might have played several sessions outside my pbp, so I"ll call him over.

Anyways, my experience with ICONS has been minimal since I've only been running a pbp using the system. Personally, I find I like M&M's customization more, but that's only me. It's not too hard to make powers into gadgets/items without relying on the Wizardry Power. So, all you have to do is add the "device" descriptor to each power the players rolls or selects and then they will be considered gadgets. In fact, in the Pbp I've been running the thugs and minions all had "DEVICE: " written right before their powers.

have you ever played a Fate/FUDGE based RPG before (they use either FUDGE dice or the d6-d6 mechanic)? Without the heavy use of the Aspects, it becomes just a very rules-lite supers game.

The point-buy isn't balanced like in 'pure' point-buy systems, so be careful if your group has problems with different capability levels between the heroes.

The 'wizardry' power you mentioned hasn't to be magic. It's the game name for the 'all-purpose' power. Besides magic, it actually lists gadgets as a sample, but as Relique already said not all devices are the wizardry power (see page 28).

I really like the re-flavoring of super powers as mundane tools and skills. It gives me the sense of a game that is ostensibly based in the real world but has the characters doing over the top action at every turn. I really dig that shift in how it could make a game feel and play.

The only advice I'd have is to be really enforce the 're-flavoring' of those powers so the players have to be more creative. Sounds like fun.

I don't play ICONS but I do want to, and the story seems cool, but I'm not sure there is enough for me to go on.

I have to emphasize this point since in my pbp we ended up merging several movement powers (Wall Climb and Swinging) since those two powers aren't really useful in a place like LA where there are few buildings taller then 5 - 10 stories.

In L.A., the best superpower would be something to do with avoiding cross-town traffic. Or avoiding fake tans. Maybe Detect Lie "We'll get back to you." :hmm:

I think this sounds cool too. Be sure to have the players take advantage of the ICONS rules for Stunts (p. 80) to come up with new uses and applications for their powers as well.
