A question about Fighters and Domains in 1st edition DAD

When a Fighter reaches 9th level they can clear a chunk of land, roughly a 50 mile area, give or take, around their proposed Keep site. Pacifying the land can take years, but it's a good chance for adventure and XP.

Once that's done, you attract settlers, wherein you gain a passive income of 7 sp per person that settles in your domain.

Clerics and Magic Users can also do this, to gain a passive income, though Magic-Users don't attract followers.

Of course if your DM awards you a pre-existing area with an existing population, then clearly the pacifying process won't be needed.

Nope. 1e rules don't say that you can't do it until x level nor only if you're x class. Any class can do it at any time, any level. At a certain level and class, however, there are benefits you otherwise won't get - guaranteed income from taxes, attracting followers, attracting settlers, discounts on certain construction projects, ability to form new organized guilds, new requirements for leveling, etc.
