A Question on Kingdom Building

Well... actually two questions:

1.) Is there somewhere I can find the pure open content rules on kingdom building?

2.) If I change the size of the hexes, say from 12 miles per hex to something like 5 miles, what else do I have to adapt?

I'm not sure if the rules from Adventurer Conqueror King are open, but they'd be a good place to look first, I think.

Jon Brazer Enterprises compiled the Kingmaker rules and apparently added a few things to them, so I'm not exactly sure what's from "Core Kingmaker" if you will- but the resulting book is Book of the River Nations: Complete Player's Reference for Kingdom Building.

I may be way off the mark, but the GMG has descriptions and helpful questions to ask yourself about the different societies you can build. I don't know if that's the kind of thing you want but it was how I built my homebrew kingdoms.
