One may also argue that we should factor in a cultural factor, depending on the education of the population (a good point for Waterdeep and the Silver Marches, bad for Thesk).</p><p></p><p>I don't claim to be accurate, I'm just proposing a solution to systematize the PF calculation.</p></blockquote><p></p>
