A taste of leadership

The most recent campaign I've been DMing has been a bit stagnant lately. Granted, it's only been going for four sessions, and the PCs are second level, but still, nothing of import is happening. I could go into needless detail about why, but I won't.

To spice things up a bit, I've decided that they should take a leadership role in the near future if I can arrange it. Luckily for me, they decided to take a ship to their next destination, giving me the perfect opportunity to create a leadership role for the party. The plan was two-pronged: first, a mutiny (with the players perhaps detecting and preventing it before it started) to wipe out alternate leadership sources on the ship, and then a pirate attack (to kill any remaining NPC leaders), leaving the PCs as the sole authority figures on the ship.

In the last session, the mutiny occured. The first stage involved the dwarf rogue/first mate stealing a PCs sword to frame him for murdering the cabin boy (the dwarf had previously bribed him to irritate and annoy the PC, giving him a motive). A perceptive PC caught him and shouted to wake up the party. The single rogue couldn't take 8 PCs, so he surrendered. Oddly enough, they extorted money out of him (the value of the sword, 4,000 gp) and let him go. The dwarf triggered the mutiny right after this happened, figuring the PCs wouldn't keep their word about not telling the captain what happened. The PCs reacted quickly, saved the captain and defeated the mutineers by the slimmest of margins.

Next is the pirate attack. This is for next session. The idea is that the captain will be targeting with plenty of pirate arrows, more than enough to take her out. If the PCs keep her below decks, then perhaps boarders will get to her. At the very least, being above board while the captain is below leaves the PCs in charge by default. What do y'all think so far? Is this a good plan to get the PCs into leadership positions? Do you think getting them to lead is even a good idea? What has been your experience with PC leadership?

If they like this Capt, it might be worth it for you to settle with them being "second in command"... especially if this second position means they actually do all the work while the Capt gives general orders, sets course towards various adventures, effectively ending stagnation (especially if the Captain ends up being a secret member of some underfire faction).

If however, getting the captain dead or out of the picture is the ultimate goal you'd like, if the pirates can't actually kill the captain as she's below decks, maybe the captain could be the mastermind behind both the mutiny and the pirate attack itself. Perhaps a few of the mutineers were planning to kick off the crew loyal to their country/fleet/guild and then, with captain at the helm, setting sail for other lands. Perhaps the captain has fed this course to her long time partner Capt. Jimmy Twolegs, and they intended to kill everyone on board and make off with the booty... if it weren't for those darn meddling PCs.

Either way, having her hide below will give the PCs a chance to order people around on deck.. yah.
