After a bit of perusal, I'm wondering if Mutants and Masterminds Second Edition might not just fill the bill without any work on my part. So far, it looks really good.
It appears that Green Ronin already ran with this idea. They have a book called "True 20" that is the generic version of their Mutants and Masterminds OGL-based system.
