that mysterious artefact,can make the dreams of all sentient features in the nearby area (not very large, with a radius of only a few tens of kilometers) become a stable tiny demiplanes and can be shaped by their owners(dreamlord), further more,it allow them to make physical material crossing between the reality and their own dreams.
In terms of specific effects, whenever they fall asleep in reality, they will wake up in their own dreams. This is a tiny but stable demiplane where its owner(dreamlord) can shape them at various degree(vary by individuals and situation), such as making the fields bloom with flowers that never wither, or crops that can grow immediately after harvesting , or countless animals that are unguarded and defenseless so can be hunted freely everywhere.of course,the dreamlords also can create countless loyal servants and beautiful women,that just their own dream afterall.

as long as you get close to that artefact, it will trigger such an effect, anyone can do it. and even if they are far away from it, as long as they are in the same world (planet), this effect can be maintained for life. although the death of the dreamlord only cause their souls to live forever in their own dreams, once their souls are destroyed (as many creatures born in nightmares can do), their dreams will be destroyed and vanished along with their owner's souls.
Their other special ability is that their dreams are not just hallucinations generated during sleep, but stable and real demiplanes, so physical crossing is possible and everyone can do it.
In terms of game rules, this is equivalent to all of them can use true creation (a 9th lv psychic power) once per day, and can freely create any non-living object with a value of no more than 50GP (usually food or other valuable resources), which is actually brought out of their own dream.
