Is there a way through Feat, Magic Item/Spell (short of Wish) or Level that you can increase the amount of times you can use Radiant Soul, or perhaps increase the time beyond 1 minute?

Not officially, though if you work with your DM it wouldn't be unreasonable to build a feat around such a thing. Which aspect of radiant soul interests you? The flight or the damage?
 

The flight. But I also like the aesthetic of the incorporeal wings etc so it's not like I want to have permanent feathered wings.
 

Well, I mean there is a D&D Beyond product on the DMsGuild that expands the racial feats from Xanathar's. There they have a feat that grants kobolds wings. So it's not without precedent. Thematically you can skin them however you wish.
 


In the unearthed arcana for racial feats, they originally gave dragonborn 20ft flight as a racial feat, though I dont think it made the final cut of xanathars. I still allow it as a feat in my games, and honestly, 30ft fight wouldn't be unreasonable. There is a tiefling racial variant that gets flight as well, so if a feat isnt allowed, he might consider allowing you to switched out that racial (and a few others for balance) for permanent flight wings as an alternative option. The radiant soul and healing touch (or the cantrip and darkvision) might be a fair trade for it.
 

I like the flavor of how Radiant Soul works, so thought what if a homebrewed Racial Feat shorted the time of rest between used to Short instead of Long. Would that be overpowered?

I'm not against just doing wings by subtracting racial abilities or just straight wings by Feat, but I like the ides of making a Feat more personal to the mechanics of Aasimars specifically.
 

Personally, I think it is a little weak for a feat to make the ability from long rest to short rest. Especially if you typically only get one short rest between long rests. But I don't think it would merit a +1 stat boost like other half feats.

I would recommend one of the following in addition to reducing Radiant Soul to per short rest:

-When you make a successful melee weapon attack, you deal 1 additional radiant damage. This is an always on ability.

-When you use your healing hands ability, you can heal a number of hit points equal to twice your level, rather than a number of hit points equal to your level.

-You learn the the Thaumaturgy cantrip.

Each of these is very minor, but remain thematic for an aasimar.
 

So what do you all think of this?

Radiant Wings
Prerequisite: Aasimar (Protector)
Taking an action you unleash the divine energy within yourself to unfurl your luminous, incorporeal wings, lasting until you dismiss them as a bonus action on your turn or go unconscious. You gain the following benefits:
• Increase your Dexterity score by 1, to a maximum of 20.
• You gain a flying speed of 30 feet.
• While Radiant Wings are in use, activating Radiant Soul becomes a bonus action. Flight speed becomes 60 feet for the duration of Radiant Soul, returning to the normal speed of Radiant Wings unless completely dismissed.
 

So if we follow the structure of previous feats with similar abilities, we have Urd Wings from Xanathar's Bonus Racial feats which grant kobolds a 30ft flight speed and a +1 to Dex, and we have Dragon Wings which was in UA but not officially published. This granted flight, but only 20ft and nothing else.

Given that, I think this feat needs to be limited to flight and the Dex boost. If you want, forgo the Dex boost and either make radiant soul a bonus action to activate, or give yourself a 10ft speed bump while it's in use. But definitely not 60ft.

Given how yours is written, it is significantly more powerful than similar feats.

Finally, make sure that you add that you cannot fly while wearing heavy armor or have exceeded your carrying capacity.
