Ability scores and class abilities

What if you have, say a Wis of 14. You take the WarPriest PrC from DotF, which gives the ability to cast healing circle 1/day, mass haste 1/day, etc...

Do I still get these abilities even if my relevent ability is not high enough to be able to cast them normally?

I beleive so. Many creatures have spell like abilities and not a high enough Cha (since spell like abilities are sorcerer/charisma based) to normally cast them.

I'd say yes as well. Class abilities aren't the same as spells, even if they are spell-like abilities. And (afaik) you don't have to rest to refresh class abilities and the like either.
