About a half-fey...

...I think I saw a thread some time back, with someone posting he was working on a half-fey template? Does anybody know if that is finished, or where one could find a half-fey template?

Well there is a changeling PC race in the current issue of Dragon.
A real Fey-touched option would be nice..
