What's the point of the NPC? Making him seem super amazing to your players should just be part of the narrative. Why do you need to min-max the system for a NPC? That's pretty much [MENTION=6731904]SirAntoine[/MENTION] 's point. As an NPC you make them what you need them to be. Spending all this time worrying about his stats is pretty much a waste. If he is an enemy of the party you give him what you think is required for a challenging encounter. If he is not, then why should it matter? They aren't going to take the stats from you and critique them.

Yep, you want Indiana Jones, create a feat/ability that is Lucky On Steroids, or whatever you need to make it interesting. Monsters and NPCs do not follow the same creation guidelines that PCs use.

That's a lot more elegant a solution than bumping his stats by 10 (!?!) points just because... Plus, if you give it limitations, there's a chance for the NPC's luck to run out at the worst possible time.
