AC when Dex and Int are 8

If both your Dex and Int grant you a penalty (for example, both are 8), do you apply it to your AC? I can't see anywhere where it's said that. Even I could say that you only apply it if you're wearing light armor or no armor.

What do you think?

Penalties I would always apply regardless of armor type. You don't become less of a clutz or intuitive because you are wearing heavy bulky armor
 


That can't happen in the game:

NPC use other rules than Players...

Player may start with max one stat below 10, there are no racial penalities to stats, and there are no other penalities to stats (from any source I'm aware off)...
 

It would effect your Reflex score, not your AC, unless you were wearing light or cloth armor. Reflex is your ability to dodge an attack. AC is the ability of your armor to withstand damage (an enemy miss isn't necessarily a miss, just a hit that inflicted no damage). So bad dex, I would think, shouldn't be taken into account against heavy armor. Only poor reflex and poor initiative. In light or no armor (with someone with dex AND int of 8 couldn't possibly justify wearing, unless imprisoned) there would indeed be the -1 to AC.

This is not correct. The (4d6 -lowest) still exists as Option 3 in 4e, though they recommend against it. So, technically, ability scores (before racial modifiers) can extend from 3-18.
