Action Points Issue

According to the Action Points rules from the Unearthed Arcana, a character begins with 5 action points, then gains 5 +1/2 his new level every time he advances.

That much is clear, but what has me confused is that there is no mention of what happens to unspent points from prior levels. Are the points gained at the new level the total allotment, or do unspent points from prior levels roll over?

Apparently (according to something one of the authors said), in d20 modern action points were supposed to work like they do in Eberron (new allotment each level, no rollover), but this wasn't terribly clear in the text. So I would say the UA rules are meant to be the same.

Doesn't really make a difference either way. I don't like per-level gains anyway, my group uses them as a per-session pool.
 

ECS, p. 45, last sentence of the first full paragraph in the second column:

"Any action points you didn't spend at your previous level are lost."

It becomes a house rule thing. We use action points and the rule is you can have up to twice the amount aloted at your last level and no more. That way people don't feel as pressured to "spend" them, but also don't hoard them up.
