Yes, it does. A higher DC represents a higher temperature, a quicker burn and a more even burn with less pockets of cooler air to dodge into. At least, that's how I think of it.
I agree with the other posters; if a DM ever suggested this house rule I'd ask him/her "What, are you specifically attempting to combine the worst of all editions into a single headache of a game?"
I can understand wanting to make spell DCs simpler (I myself have never bought the idea that just because a spell is more difficult to cast it is inherently harder to resist), but there are much simpler ways of fixing that and I don't think this is really what you're concerned with.
