So you want every race to be equal in all classes? Why not just eliminate all racial bonuses? Or just allow one race to be used by all your players?

There is always going to be disparity as long as there are racial differences. If the goal is to be able to play any class, then remove the class restrictions on ability scores, including multicasting. This sounds more like wanting a racial features and optimum primary attribute. I am not sure how that equalizes races, even if you allow an automatic +2 in a chosen attribute.
