What happens if there is no ability score cost? Or do you use sanity points as well?

Of course, there aren't very many of them. Candle Communication, Chant of Thoth and Message are the ones I can find off hand that do not involve any ability drain to cast or use.

You don't think that the sanity point cost is another cost modifying factor?

what I mean by this is that it is a factor in how high a level the spell is or how much the ability score drain is.

As far as I've seen, the ability score damage and sanity damage compared to level is basically random.
