Yes, I know the math is different with two dice and this power instead of one, and aiming for 18-20 compared to aiming for the same result on both dice, but still, it isn't a lackluster power even though it does not alter the specifics of what happens when you "score a critical hit". Those specifics are spelled out in the PHB.
