So, have you thought about where this guy fits in in the whole big picture?
First:
+10 BAB means that someone has to go through only full BAB classes if they want to be able to take all 10 levels of this class. That seems very extreme to me.
Now, in a world where a guy can use the mosture in the air to cut people, another guy can freeze an entire building in ice, and a third guy has the very fires of hell, I don't think there's a problem with having a guy move really F*ing fast. In fact, that's what I would base everything around. The guy just moves really F*ing fast.
edit: I meant to say that the whole illusion of speed thing is unnecessarry. I'm sure he could move that fast if he wanted to.
I probablly would NEVER use the Body Replacement ability unless I also had sneak attacks. And even then, going into a class that grants it might make the point in time when I got the abilities too late to be of use. For the ultimate ability of the class, it sure isn't quite so ultimate.
In fact, given the relatively high costs (is it even possible to have all the requirements by 10th level?) I'd say that the class really isn't worth it.
Another guy you may want to look at for the "really fast guy" is Sojiro (I think) from the Kenshin TV series, in the Kyoto story arc. He has a really neat technique where he can move so fast during a charge that he's invisible.
