Advanced Weapons & Armor Rules /w Action Point System

This is a set of homebrew rules that was in the works for at least 13 years. Making this public for anyone interested. These rules are still experimental.

Armor Rules:
Divided to Evasion and Deflection Values.
All other AC categories are ignored.

Weapon Rules:
Uses the Action Point system.

I had my own homebrew rules for this before I went over to 4th Edition. It add a lot of realism to the game, but my concern is that it adds complexity and lengthening of the average combat length (in turns). Is this something you have experienced? Especially in higher levels where the average combat length starts to increase.
 

I think just the Armor DR system put a bit of a slow on things. Might just cut it. But the evasion / deflection system didn't slow a thing down. Infact, it's never really used until specific situation arises (Hold spells eliminates Evasion. Stuff like that.) Otherwise the AP system didn't slow things down.
