Adventures of the rat king

Hi everyone.
One of my player as decided to play an awakened rat (we are playing an Ars magica like campaign, with each player having 3-4 PC, they choose which to play each session).
I'm going to post their adventures in the story hours soon, but before I wanted to know: as anyone tried the ECL rules for weird races yet?
My comment for the moment: rat at ECL 0 seems a lot overpowered. For a L1 character (rogue) he has more HP, higher attack bonus than everyone (finesse with a dex of 24), and is indetectable (hide score of 22). Ok he can't use equipment, can't inflict real damage (even if almost all his attack are sneak) and his size sometime cause big problems (in tall grass or in a swamp), but his "spy" score are similar to those of a L9 rogues!
Any other DM with awakened animals?
