Advice for pitching an adventure to Dungeon?

Unlike when it was in print, I never hear anyone talking about submissions, waiting on hearing if they made the cut, discussing rejected proposals, etc. You no longer even get a form rejection letter, just an assumption that they're not interested if you hear nothing for something like 30 days.
That's just bad form for them. A rejection is always better than not hearing; even if hit hurts more immediately, at least you have closure (and can do something else with the work).

Yup. Also wrote their planar book.

Which happens to be quite good! (I finally got it)

As a side note, Chris stated in a dungeon editorial (I think) that they were getting hundreds of submissions a month, but had some trouble finding the time to respond appropriately to everyone.

My guess is that if we aren't seeing enough stuff by freelancers, maybe the quality of the submitted things isn't good enough?

I sent in a couple of inquiries to Dragon around December. I got the automatic form letter email that said that they got my inquiry, and to wait 45 days to get back a decision to see if they're interested, before I actually send in any work for them to review.

Never heard a word back.

I wasn't rejected. I just never heard back from them. I tried a follow up email, but likewise got no response.

Just gave up and now plan on working with the GSL and releasing stuff for free on my own site.

WotC isn't disinterested in new writers as "Creature Incarnations: Zombies" was written by a first timer and I will hopefully have an adventure published in the near future. I have submitted many queries to the DDI mailbox, but unfortunately, the only one that made it through the process actually came from the original Paizo slushpile (first submitted September 2006), so I don't have any surefire tips to offer on how to write queries using the new guidelines.

Back in the Paizo-era, the acceptance rate was very small (I believe James Jacobs once said it was around 1% for Dungeon, but don't quote me on that); I can only imagine what it is now.
