Advice on choosing an Eberron region

I am creating a human paladin for an Eberron campaign and using the Bogatyrs of Slavic myth as inspiration. I'm not that familiar with Eberron so I'd like some advice on an appropriate region for my character. I also need to choose an appropriate diety.

The idea regtion would be a land ruled by a lawful king or similar ruler, an ruler who has a more or less divine right. The Paladin would be very loyal to both the ruler and his god. The land would also best be a mixture of forests, and some hills in a more or less northernly clime.

What would be best?

No no... Karrnath!
Thrane is more of a Dumas France sort of place with its cardinals and knights.
Karrnath should do very well for you though. Kaius III (heh) certainly has the right to the throne of his nation for several reasons and is a just King devoted to serving the peace. There is a bit more religious turmoil than you may be looking for, but championing the faith of your king above the traditional faith of the kingdom has its charms. Especially if the traditional faith is the Blood of Vol!
If nothing else, at least the climate is right!
 

I'd say be from Karrnath, and follow Dol Arrah. The king is powerful, but no divine right. MANY forests, and lots of interesting challenges as undead are used in military service. Gives you that ethical battle, to smite undead or not (because they belong to the military) :)

Also, expect less. The main storyline is that the continent has just ended a war that was basically about who had the right to rule. A number of rulers of the various nations didn't want to accept the technically correct ruler, so the succession never was carried out. The country of that ruler doesn't actually exist anymore (it's currently the Mournlands).

Of course, the side issue of who rules his or her nation by divine right is another issue that's been covered above.
 

I'll ad my voice for Thrane or Karrnath.

Thrane is a kingdom dominated by the Cult of the Silver Flame, which is just the most paladin-like way of thinking.

Karrnath is a more bizarre society where military power is valuable and undead act as military troopers. But religion is also present and, as said before, it can be an interesting opportunity of background for a paladin.
 

Karrnath is a good choice.

The current ruler, Kaius III is actually Kaius I. He's a vampire, and partly enslaved to Vol. He has extreme (near divine) power in the kingdom, and uses armies of the undead. However, he's a good person at heart... he just wants what's best for his people, and became cursed by it. The road to Hell, and all that...

I could see this land as a good place for putting a Slavic culture. Lots of hills and forests, far north enough for strong winters, and a general unease among some of the population about how dark things may be lurking in the countryside.

A paladin of Dol Arrah would be striving to help defend his people and king through strength of arms. King Kaius has proven to be a strong and determined leader, so even with the large number of undead in the armies of Karrnath, it likely won't be a problem. The Karrnathi people see the undead as mere tools... it's part of their culture. In fact, it's a point of pride for a deceased family member to be chosen for 'service'...
 

What about Q'Barra? It's in the south, but was colonized by a duke seeking to preserve
the ideals of the old Empire. It's citizens often consider themselves the only legitimate
fragment of the old empire, and restoring Galifar is certainly a noble cause.
